Our Role and Responsibilities
The Municipal Chamber of Sapucaia is the city’s legislature. It is composed of elected City Council Members (Vereadores), who are the direct representatives of the people. Our primary responsibilities include:
- Legislating: Proposing, debating, and voting on municipal laws (Leis) that shape all aspects of life in Sapucaia, from urban planning and public services to local taxes and cultural preservation.
- Oversight: Scrutinizing the actions of the Executive Branch (the Mayor’s office) and ensuring that public funds are managed responsibly and transparently. This includes approving the municipal budget.
- Representation: Serving as the direct link between the community and the municipal government, listening to the needs of the population and bringing their concerns to the forefront of public debate.
It is important to note that while our Council Members advocate for public works and services, the execution of these projects is the responsibility of the Executive Branch.

Governing Principles
Our work is guided by two foundational documents:
- The Municipal Organic Law (Lei Orgânica do Município): This is effectively the “constitution” of Sapucaia. Promulgated in 1990, it establishes the fundamental rules for the city’s political and administrative organization, defining the powers and limits of the legislative and executive branches.
- The Internal Rules of Procedure (Regimento Interno): This document is the operational handbook for the Chamber itself. It details the procedures for conducting sessions, the process for debating and voting on laws, and the functions of the Chamber’s leadership (Mesa Diretora) and its permanent committees.

The Municipal Chamber of Sapucaia was first established on April 3, 1875.
